More than 800 representatives from 90 member countries of the International Commission on Large Dams (ICOLD) gathered in Hanoi, Vietnam on 25th May for its 78th annual meeting on irrigation, hydropower and the environment.

Addressing the opening ceremony of the meeting, the first of its kind in Vietnam, Deputy Prime Minister Hoang Trung Hai said Vietnam strictly conforms to the international rules on development and management of natural resources to reach socio-economic benefits without doing harms to the sustainability of important ecosystems.
" Vietnam has prioritized the management and development of the water resource, building thousands of dams and reservoirs, irrigation networks for agricultural and industrial production as well as flood prevention," Hai said. The country has built thousands of kilometers of dykes. In natural disasters mitigation, Vietnam has gained various significant achievements, contributing to reduction of damage caused by natural calamities in both human lives and asset, the Deputy PM added.
Vietnam has paid attention to applying scientific and advanced technologies to the construction and management of dams, irrigation and hydropower works. It has a rich water resource yet the levels of rainfall are uneven among different regions and seasons, which usually causes droughts and floods. In addition, the country is evaluated to be vulnerable to climate change effects, including the rising of sea level.
During the two-day meeting, participants have discussed seventeen main topics presented in 180 scientific reports on hydrograph, sustainable development of water resource, management of river basin and coastal areas, mitigation of climate change impacts, etc.
Within the working agenda, there will be a roundtable on dams and hydropower for the sustainable development in Africa and a technical exhibition featuring more than 50 display booths run by international organizations and world-renowned manufacturers and advisory groups.
After the closing of the conference on 26th May, participants joined field trips to dams from the north to the south of Vietnam, including Hoa Binh, Son La, Cua Dat, Phu Ninh, Binh Dinh, Ham Thuan-Da Mi and Tri An.

(Ảnh minh họa: ThienNhien.Net) | ThienNhien.Net – Diễn ra từ ngày 23 – 26/05/2010, Hội nghị đập lớn Thế giới lần thứ 78 tổ chức tại Hà Nội đã thu hút sự tham gia của khá đông các chuyên gia về đập của Việt Nam cũng như thế giới. Tại đây, vấn đề xây và vận hành hồ thủy điện đã được các đại biểu tập trung thảo luận sôi nổi, trong đó có việc nghiên cứu xây đập ở cửa sông Mê Kông.
GS-TS Phạm Hồng Giang, Chủ tịch Hội đập lớn và Phát triển nguồn nước Việt Nam (VNCOLD) cho biết, xây đập là cần thiết, không chỉ riêng cho thủy điện mà phục vụ nông nghiệp, đời sống.
Nhưng, trái với chức năng phát huy hiệu quả chống lũ, chống hạn, việc xây dựng tràn lan các nhà máy thủy điện và vận hành hồ ở các tỉnh miền Trung, Tây Nguyên vừa qua đã cho thấy những vấn đề bất ổn trong việc lập quy hoạch, khó quản lý, gây tác động tiêu cực đến môi trường.
Chính vì thế, chúng ta thường xuyên phải đối mặt với những rủi ro khi mùa lũ về.
Muốn giảm nhẹ tác hại của thiên tai, nguyên tắc là đầu mùa lũ phải giảm mực nước hồ, để hồ có dung tích chống lũ. Khi lũ về, hồ sẽ chứa nước, không để nước tràn về hạ du. Việc này, chúng ta đã làm có kết quả với hồ Hòa Bình. Hiện, Chính phủ đang chỉ đạo vận hành liên hồ Hòa Bình - Sơn La-Tuyên Quang và một số hồ trên thượng nguồn sông Hồng.
Một giải pháp khác để khắc phục tình trạng thiếu nước, đặc biệt ở hạ lưu sông Mê Kông cũng được các đại biểu nói tới, đó là nghiên cứu xây dựng đập ở cửa sông.
Theo ông Nguyễn Hồng Toàn, Giám đốc Trung tâm Quản lý Tài nguyên nước và Môi trường lưu vực sông, ở Hàn Quốc, Hà Lan, họ xây đập thành những cánh cung rất lớn ở cửa sông, sau đó đưa nước ngọt, phù sa vào biến thành những hồ chứa, sử dụng trong mùa kiệt nước. Và hiện nay, Viện Quy hoạch Thủy lợi miền Nam cũng đang bắt đầu nghiên cứu vấn đề này để áp dụng ở cửa sông Mê Kông.
Nhiều đại biểu lưu ý rằng việc xây đập cần thận trọng, phải trên quan điểm hài hòa mọi lợi ích.
